Singaporeans or expatriates who wish to adopt a non-Singaporean child must apply for a Home Stuty Report with the MSF. If you are an expatriate, you need to obtain a letter of assurance from your Embassy stating that your country recognizes the adoption in Singapore, and will approve citizenship for the baby once the adoption process is completed.

Once you have completed the HSR, we will start identifying a baby that matches your preference. We will arrange for you to see and bond with the baby, and provide medical report and family background of the baby. You will commit to the adoption only after you are satisfied with the above.
Followings are the estimated timeline for each stage:
- Identify a baby: 3 month
- Baby arrives in Singapore: 1 month
- Adoption order: 6 month
- Singapore citizenship: 3 month
